
Melbourne bans shared electric scooters amid growing safety concerns

After Paris banned shared electric scooters last year, Melbourne has also issued a ban on shared electric scooters.
On August 13, the Melbourne City Council voted to terminate its contracts with two electric scooter operators, Lime and Neuron, and notified them to remove their vehicles within 30 days.
Melbourne's ban on shared electric scooters
This happened quite suddenly. In July, the state of Victoria had just announced the permanent legalization of electric scooters. However, less than a month later, Melbourne banned shared electric scooters and prematurely ended its cooperation with the shared scooter operators.
In response, Melbourne Mayor Nicholas Reece stated at a press conference, “This is an opportunity to end the damage to Melbourne’s sidewalks and restore the city’s safety. In recent days, residents, business owners, and visitors to Melbourne have pleaded with us to end the sharing experiment and make our city safe again.”
However, Premier Jacinta Allan felt that the council’s decision to abandon electric scooters was too hasty: “Electric scooters play an important role in our public transport network, particularly for last-mile journeys, reducing reliance on cars on local roads. I really hope the Melbourne City Council will reconsider this decision.”
Safety vs. convenience - the debate over electric scooters
It can be said that electric scooters are currently one of the most controversial modes of transportation. Their existence has indeed made daily commutes more convenient, leading to a booming market and soaring sales. However, the large-scale usage has raised concerns about the insufficient regulation, which is causing significant damage to cities and poses high safety risks.
Melbourne sees a significant number of micro-mobility trips, with an average of 7,800 trips made daily, including 6,800 trips on electric scooters.
Countless vehicles roam the streets, occupying roads of all sizes, much like randomly spawning NPCs, constantly appearing in every corner of the city, severely disrupting and squeezing public space.
Moreover, the growing number of accidents is also raising public concerns. From December 1, 2021, to July 31, 2024, Victoria Police issued 1,964 fines for electric scooter violations in the state.
Most of the violations were due to not wearing helmets (714 cases), riding electric scooters on sidewalks (585 cases), and carrying more than one person on an electric scooter (342 cases). During the same period, there were 860 collisions involving electric scooters, resulting in 7 deaths.
After hundreds of complaints and accident reports, the Melbourne City Council decided to take further action by imposing a complete ban on electric scooter rentals.
With the termination of the contracts, electric scooters will be completely removed from Melbourne’s Central Business District by October. However, this raises another issue. Lime, one of the operators, pointed out that if shared electric scooters are banned, the private electric scooter market will expand further.
Unlike the shared market, which benefits from unified management and smart controls, private vehicles lack these advantages, meaning that banning the sharing scheme won’t guarantee residents’ safety.
Previously, Neuron had engaged in weeks of in-depth discussions with the Melbourne City Council on how to optimize the electric scooter program and was preparing to implement a series of new safety measures, also the problems of lithium battery two wheeler.
These included new technologies like AI cameras and a series of new rules, with the goal of making Melbourne’s electric scooter project one of the most strictly regulated in the world. However, with the announcement of the ban, the introduction and implementation of these safety technologies have also been shelved.
Global trend - cities reconsidering electric scooters
The safety and regulatory issues surrounding electric scooters are also prevalent in other cities, and many cities’ enthusiasm for electric scooters is gradually cooling.
Paris was one of the first cities to embrace electric scooters, but in 2023, it voted to officially stop the shared electric scooter service. Copenhagen banned electric scooters in 2020, only to reintroduce them the following year with strict new regulations.
Barcelona has banned electric scooters in the historic core of the city since 2016. In London, the use of privately owned electric scooters on public roads remains illegal.
However, since 2021, London has approved public trials with three operators. In 2022, officials in Rome introduced new regulations to curb the disorderly development of electric scooters and reduce their impact on the public.
Whether banning operations or strengthening regulations, more and more cities are recognizing the dual impact of electric scooters. While they provide convenient transportation, they also come with significant safety and order challenges. The current challenge is finding the best balance between mobility and safety.
